Correct! The Age of Consent being set to 16 years old is mainly because we consider a typical adolescent to, by then, have become sexually competent enough to give consent. We also know of many children and young people who enter puberty early. Technically their body is ready for sexual activity, but their cognitive and moral development needs more time to reach maturity.
